Generally, because the Legislature only meets for 90 days each year, legislation can be introduced in the first month of each session.
After the first week of February, the House and Senate rules prohibit the introduction of new legislation by members.
Exempt committees, such as House Appropriations and House Judiciary, can introduce legislation through out the session. The dates change each year, but the 2022 Legislative Calendar provides an example of key dates
on the Legislative Calendar.
At the end of each term in the House, legislation that has not been heard or otherwise advanced, is considered to be dead legislation that needs to be introduced in the following term in order to be considered again.
